SECTION 1: [GENERAL PROVISION]

The General Synod and/or The Executive Council of the Society Of The Astral Star, on behalf of and on the recommendation of a significant percentage of the membership of the General Order at-large shall reserve the right to amend this constitution and any applicable governing document(s).

On or at every decade, by direction of the Supreme Magus and Society President:

The Constitution and Bylaws Committee shall on behalf of The General Synod and/or The Executive Council of the Society of The Astral Star, be required to review the Constitution and governing documents of the Society to ensure that they are up to date, fair, and practical for their stated purpose(s).

Furthermore, the College of Cardinal Adepti shall meet (with counsel from the Standing committe on Ritual, Rites. Insignia, and Regalia), to review and discuss all formal beliefs, spiritual doctrines, and general practices to ensure that we are following a true and perfect spiritual path, balancing religious tradition with modern understanding of creation in light of other disciplines.

SECTION 2: [WHO MAY PROPOSE AMENDMENTS]

Only a duly chartered subordinate Stellar Temple; Regional See; State or Territorial See; a Cardinal Adept; a Member of the General Synod - including members of the Executive Council of the Society of The Astral Star, may propose an amendment to this Constitution. The proposed amendment shall be submitted for consideration and voted on by the Pentennial Assembly of The General Synod of the Order.

SECTION 3: [NOTIFICATION OF PROPOSED AMENDMENTS]

A proposed amendment to this Constitution shall be submitted in writing to the Third Adept (Cancellarious) with a true copy submitted in writing to the Fourth Adept (Secretary) not less than ninety (90) days prior to the Pentennial Conference at which it is to be considered. Such proposed amendment shall be attested to by the Chancellor and the Secretary and shall bear the official seal of the Stellar Temple or Officer submitting same and shall state the date of the meeting at which it was agreed that the proposal would be submitted for consideration by the Pentennial Assembly.

The Chancellor, or at his/her request the Secretary, shall mail a copy of such proposed amendment(s) and any related material to each member of the General Synod, each subordinate Stellar Temple Kerukains, and the Chairman of the Constitution and By-Laws Committee not less than sixty (60) days prior to the next meeting of the Pentennial General Synod.

SECTION 4: [REQUIREMENTS FOR AMENDMENTS]

A proposed amendment shall contain the precise language of the proposed amendment, and shall specifically set fourth the language to be added, deleted, and/or revised. Furthermore, it shall identify by notation each and every Article and Section of this Constitution affected thereby. Proposed amendments shall be set forth in the form of a resolution, and shall be accompanied by a statement, not to exceed one (1) page in length, setting forth the basis of for the proposed amendment.

SECTION 5: [CONSTITUTION/BY-LAW COMMITTEE REVIEW]

The Constitution and By-Law Committee shall receive proposed amendments to this Constitution and shall review same for form, grammar, placement with this Constitution, and substance and shall report to the Executive Council at the Pentennial General Synod itıs recommendations thereon. The Constitution and By-Law Committee shall further have power to renumber the Constitution and By-Laws to provide accurate placement order.

SECTION 6: [RATIFICATION OF AMENDMENT(S)]

No proposed Amendment shall become a part of this Constitution except upon a three-fourths (3/4) vote of the registered delegates of the Pentennial General Synod.

SECTION 7: [AMENDMENT(S) BECOME EFFECTIVE]

All duly ratified Amendments shall become active and in force ninety (90) days after ratification, unless other provisions are provided. The Chancellor and/or The Secretary at the Chancellor's direction, shall be responsible for notifying all Members, Officers, and Subordinate Stellar Temples and Colonial Lodges of changes in the Constitution of The Order.

SECTION 8: [PUBLICATION OF CONSTITUTION & REVISIONS]

Revisions of the Constitution shall be published by the Sixth Adept (Reporter) as an Addendum to the Constitution in print. Revisions of the Constitution shall be re-published and re-issued by the Sixth Adept (Reporter) by direction of the College of Cardinal Adepti in the form of a Special Edition of the Crux Mystica, Volume #0, Issue #1, and dated appropriately. Additionally, a copy of the most current revision of the Constitution may be published on the Order's web site on the world wide web / the Internet.
