SECTION 1: [ESTABLISHMENT OF THE STATE SEES]

There shall be established Commonwealth, State, & Territorial Sees for the Society of The Astral Star. A State See shall be a subordinate organization of the General Synod of the Society of The Astral Star.

SECTION 2: [DEFINITION OF A CURIA]

The Curia of the Society Of The Astral Star is a "house". A Curia is the governing legislative and judicial body of a Commonwealth, State, or significant geographical territory of the Society of The Astral Star.

A Curia of a State See shall be composed of all Adelphi who hold the ecclesiastical administrative rank of Bishop (The Primate, A number of Prelates and Auxiliary Bishops) and a number of appointed respected and learned clergy to serve in administrative Offices. Elected Officers, The Primate, The Senior Prelate, and The Junior Prelate, and a number of Auxiliary Prelates shall be regarded as the members of the corporate Board of Directors of The Order in a given Commonwealth, State, or geographical territory.

The duties, powers, descriptions, and requirements of all state officers and board members shall consist of the following paragraphs:

PARAGRAPH 1: [ARCH BISHOP - PRIMATE]

The Arch Bishop and Primate of a State See of the Societu Of The Astral Star shall constitute the Executive Branch of government. The Arch Bishop shall also be known as the Primate (a first amongst equals), over-seeing the major business of the General Order in their geographical See, hearing and acting upon the reports of the other members of the High Council and State Curia, Establishing local policy, doctrine, and procedure for the Order (with council of the General Synod and Executive Council) by Executive Order (Fiat). It shall be the Arch Bishop / Primate who shall chair the meetings of the High Council and the State Curia. Furthermore, all appointed Officers of the High Council shall be appointed by Arch Bishop/Primate, with the council of the College of Adepti.

The Arch Bishop serves as the Governor and Chief Executive Officer of the Order in a given Commonwealth, State, or geographical territory, supervising a cabinet board of directors and administrative officers. This position is an elected position, elected by majority vote of the State Curia.

Requirements for an individual to hold this reverend position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adeptus Minor (6=5) and an ordination of Augurian Clerical status of not less than Bishop. One term shall be equal to a period of years determined by the constitution of the See, with the right to succeed themselves indefinitely. The robes of the Arch Bishop shall be Purple and trimmed in Gold. The symbol of office shall be a wand of a double bar cross. The proper honorific title for an Arch Bishop / Primate or any past Primate shall be Very Honored (VHFr.) for a Brother Primate and Very Honored Soror (VHSr.) for a Sister Primate; In writing, Your/His/Her Reverence or in addressing verbally, Your/His/Her Reverend Grace.

PARAGRAPH 2: [BISHOP - SENIOR PRELATE]

A Bishop and Senior Prelate of a State See for the Societu Of The Astral Star shall serve as Lt. Governor, the second in command of the General Order of a subordinate Commonwealth, State, or territorial See. He/She shall preside over meetings of the High Council and/or the State Curia whenever the Arch Bishop / Primate shall be unable. The Senior Prelate¹s duty is to act as the Operations Officer with the responsibility is to act as the State See's senior most educator, providing training and supervision of all of the General Order's Ritual teams in a given Commonwealth or State See. Furthermore, all appointed State See Committee and Board members, unless specifically mandated by this or the State constitution or the General Synod shall be appointed by The Senior Prelate, with the council of the State College of Adepti.

Requirements for an individual to hold this exalted position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adeptus Minor (6=5) and an ordination of not less than Bishop. This position shall be elected by majority vote of a Subordinate State See of The Society Of The Astral Star. One term shall be equal to a period of years determined by the State constitution, with the right to succeed themselves indefinitely. The robes of the Senior Prelate shall be Purple and trimmed in Silver. The symbol of office shall be a wand of a silver double barred cross. The proper honorific title for the Senior Prelate or any past Senior Prelate shall be Very Honored Frater (VHFr.) for a Brother Prelate and Very Honored Soror (VHSr.) for a Sister Prelate;In writing, Your/His/Her Reverence or in addressing verbally, Your/His/Her Reverend Grace.

PARAGRAPH 3: [BISHOP - JUNIOR PRELATE]

A Bishop and Junior Prelate of the Society Of The Astral Star shall serve as third in command of the General Order of a subordinate Commonwealth, State, or territorial See. He/She shall preside over meetings of the Executive Council and/or the General Synod whenever the Arch Bishop/Primate and the Senior Prelate/Bishop shall be unable. The Junior Prelate shall be regarded as the Executive Secretary, and supervise all administrative functions of the General Order of a subordinate Commonwealth, State, or territorial See.

The Junior Prelate serves as Chief Administrative Officer of the Order of a subordinate Commonwealth, State, or territorial See. The Junior Prelate/Bishop is a member of the board of directors and the executive cabinet for a subordinate commonwealth, state, or geographical territory See. Furthermore, all appointed administrative Staff shall be appointed by The Junior Prelate/Bishop, with the council of the College of Adepti.

Requirements for an individual to hold this greatly honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than a Portal Adeptus (5=6+) and an ordination of clerical status of not less than Bishop. This position shall be elected by majority vote of the State Curia of the General Society Of The Astral Star. One term shall be equal to a period of years as prescribed by the state constitution, with the right to succeed themselves indefinitely. The robes of the Junior Prelate shall be Purple and trimmed in Copper. The symbol of office shall be a bronze double cross wand. The proper honorific title for a Junior Prelate/Bishop or any past Junior Prelate/Bishop shall be Very Honored Frater (VHFr.) for a Brother Junior Prelate and Very Honored Soror (VHSr.) for a Sister Junior Prelate/Bishop; In writing, Your/His/Her Reverend Grace or addressing verbally, Your/His/Her Reverend Grace.

PARAGRAPH 4: [BISHOP - ASSOCIATE PRELATE]

There may be a number of additional Very Honored Learned Adelphi ordained and elected to the Ecclesiastical Rank of Bishop in a Commonwealth, State, or territorial See. As a consequence of the rank of these Adelphi, they shall serve on the State Board of Directors, and/on The High Council ex-officio. Within the General Order, these Bishops are to serve this society in the Capacity of a Associate Prelates. Associate Prelates shall assist the Bishop (Junior Prelate) in the Administrative Duties over a geographical area. He/She shall preside over a number of counties or parishes. Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than a Portal Adeptus (5=6+) and an ordination of clerical status of not less than Bishop. This position shall be elected by majority vote of the State Curia for the General Societu Of The Astral Star. The Term for such Bishops shall be for life, or for as long as the reside within the State which elected them. As such they may not be removed by future Curias. The robes of Bishop / Associate Prelates shall be Purple and trimmed in purple. The symbol of office shall be a white double cross barred wand. The proper honorific title for a Bishop / Associate Prelate shall be Very Honored Frater (VHFr.) for a Brother Associate Prelate and Very Honored Soror (VHSr.) for a Sister Associate Prelate; In writing or addressing verbally, Your/His/Her Grace.

PARAGRAPH 5: [VICAR - DEPUTY PRELATE]

There may be a number of additional Very Honored Learned Adelphi ordained and elected to the Ecclesiastical Rank of Vicar in a Commonwealth, State, or territorial See. As a consequence of the rank of these Adelphi, they shall serve on the State Board of Directors, and/on The High Council ex-officio. Within the General Order, a Vicar serves this society in the Capacity of a Deputy Prelate. Vicars shall assist the Bishop (Junior or Associate Prelate) in the Administrative Duties over a geographical area, in an Auxilliary capacity. He/She shall preside over a number of counties or parishes when the Bishop is unable. Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than a Philosophus (4=7) and an ordination of clerical status of not less than High Priest/High Priestess. This position shall be appointed by the Bishop and shall be confirmed by a majority vote of the State Curia for the General Society Of The Astral Star. The Term for such Vicars shall be for two years, with the right to succeed themselves indefinately, at the pleasure of the appointing Bishop. The robes of Vicar shall be Purple and trimmed in white. The symbol of office shall be a white double cross barred wand. The proper honorific title for a Vicar shall be Very Honored Frater (VHFr.) for a Brother Vicar and Very Honored Soror (VHSr.) for a Sister Vicar; In writing or addressing verbally, Your/His/Her Excellency.

PARAGRAPH 6: [ADMINISTRATIVE OFFICERS]

The Arch Bishop / Primate of a subordinate Commonwealth, State, or territorial See shall have the power and authority to appoint a number of learned Adelphi to form a High Council in such administrative offices as may be deemed necessary. The State Offices may include all those offices which correspond to the General Order's Executive Council, i.e. a Secretary, a Treasurer, a Reporter, a Librarian, a Parliamentarian, a Historian, a Presbyter, a Chaplain, and a General. Other Officers may be appointed.

SECTION 3: [BRANCH OF GOVERNMENT]

A High Council shall serve the Society of The Astral Star as the Executive Cabinet of the State Curia, with the Arch Bishop/Primate to serve as the Executive Branch of government.

SECTION 4: [POWERS AND DUTIES]

A High Council shall have the following powers and duties by constitutional law:

1) Effecting it's own organization;
2) Enacting and enforcing laws and rules governing the whole General Societu Of The Astral Star within it¹s geographical boundary, including all Chartered Stellar Temples and Colonial Lodges, and all Adelphi affiliated therewith. Legislation enacted by a High Council shall be in force ninety (90) days after passage unless otherwise provided;
3) Granting of Charters to Stellar Temples and Colonial Lodges;
4) Revoking of Charters from Stellar Temples and Colonial Lodges;
5) Placing on probation, suspension, or expulsion any Stellar Temple, Colonial Lodge, Aspirant or Adelphon of the General Order within its geographical territory within due process of law;
6) Penalizing any officer of the High Council, or any officer of a Council of a Stellar Temple or Colonial Council, any member of ordained priesthood, or any Presbyter, Adept, Adelphon, or Aspirant in such a manner as is deemed proper and within the laws of the land and of The Society;
7) Provision by statute for the creation of or disbursement of revenues for the General Order for the State See it regulates;
8) The power to impeach and or dismiss any member after a proper trial where the evidence will be shown as proof;
9) All other powers necessary for the proper carrying out of the duties and privileges herein provided for.

SECTION 5: [FREQUENCY OF SESSIONS]

The High Council shall meet semi-annually. All regular sessions of the High Council shall be scheduled to be convened within the months of the Summer and Winter Solstices (June and December), as close to the actual dates (just prior to) as are feasible. Sessions of the Curia of a State See shall meet Annually, within the month of the Summer Solstice (June), as close to the actual dates (just prior) as are feasible.

SECTION 6: [TIME AND PLACE OF SESSIONS]

The exact time and location of regular sessions of a High Council and State See Curia shall be determined at the previous session of that body, in accordance with applicable law.

SECTION 7: [NOTICE OF SESSIONS]

All members of the High Council, State See Curia, and any other Adelphon requested to attend a session of same, shall be advised of the details of the session in the following manner:

PARAGRAPH 1: [REGULAR SESSIONS]

The Office of Junior Prelate (Bishop), shall notify all members of The High Council, State See Curia, and any other Adelphon requested to attend, by written notice stating the exact time, location, and itinerary for the upcoming regular session thirty (30) days prior to the date of the regular session, with an estimated length of time in days and/or hours that this particular regular session shall require.

PARAGRAPH 2: [SPECIAL SESSIONS]

The Office of Arch Bishop (Primate) shall notify by phone, email, standard mail, in person, or in any manner deemed appropriate, all members of The High Council, State See Curia, and any other Adelphon requested to attend, stating the exact time, location, and when possible a brief itinerary. Notification shall be given for the Special Session ten (10) days prior to the date of the special session, with an estimated length of time in days and/or hours that this particular special session shall require.

PARAGRAPH 3: [EMERGENCY SESSIONS]

The Office of Arch Bishop (Primate) shall notify by phone, email, registered/certified mail, in person, or in any manner deemed appropriate, all members of The High Council, State See Curia, and any other Adelphon requested to attend, stating the exact time, location, and when possible a brief itinerary. Notification shall be given for an Emergency Session three (3) days prior to the date of the session, with an estimated length of time in days and/or hours that this emergency session shall require.

SECTION 8: [NOTICE OF H.C. MEMBERS ABSENCE REPORT]

Should a member of the High Council be unable to attend a regular session of the High Council or the State See Curia, he/she shall advise the Junior Prelate (Bishop), in writing that he/shall be unable to attend, and the reason for his/her unavailability fourteen (14) days prior to the session. The member of the High Council may include in the written correspondence his/her absentee ballet vote on any subject listed on the itinerary. In the event that the session in question should be a special session or emergency session, then the member may state this information via phone to either the Junior Prelate or to the Primate.

SECTION 9: [POSTPONEMENT OF SESSIONS]

A regular session of the Council may be deferred by the office of the Arch Bishop (Primate) if authorized by the favorable referendum vote of two-thirds of the members of that body.

Deferred sessions of a State See Curia shall be re-scheduled by The Junior Prelate (Bishop). Rescheduled session dates, times, locations, and itinerary shall be revised and issued from the Office of The Junior Prelate (Bishop), either via phone, in writing, or other acceptable and conventional manner, to all members concerned.

SECTION 10: [QUORUM]

Whenever the High Council or a State See Curia is in session, a quorum shall be required to conduct lawful business for The Society of The Astral Star. A majority of the elected and appointed Officer in good standing shall constitute a quorum. Action by a majority of those with franchise shall constitute and be binding as law of the Society of The Astral Star, except for instances which require action of the General Synod directly.

SECTION 11: [ORDER IN SESSION]

Whenever the High Council and/or State See Curia is in session, proper parliamentary procedure shall be adhered to, as stated in Article XII of this Constitution.

SECTION 12: [VOTING]

Whenever the High Council is in session, all members are entitled to one (1) vote on any issue that is brought to question before it;

There shall be no voting by proxy in sessions of the High Council, or of a State See Curia;

The Arch Bishop (Primate) or current Member presiding in the Chair may not vote, unless to break a tie vote;

Absentee Ballots may be cast only in elections of Officers, ratification of Candidates for Office, or granting of charters, for revoking of charters, for Candidates for Membership and Initiation into the various Degrees of Knowledge of the Order Absentee ballots may be cast in the case of absences which are deemed unavoidable by a majority of the High Council or State See Curia.

SECTION 13: [ACTION BY REFERENDUM]

Should conditions arise, during the interim between sessions of the High Council, which in the opinion of a member of the State See Curia, i.e. a Bishop, immediate action by a State See, a Bishop may submit such measures to meet such conditions to a direct vote of the Order in his/her State See Curia. Such direct vote shall be submitted by certified mail to each member of the Curia entitled to representation at the last address on record by the Junior Prelate (Bishop). If any member of the State See Curia fails to vote within thirty days after such submission by mail, the result shall be determined on the basis of the ballots received after thirty (30) days. The required majority in each case shall be the same as at a session of the State See Curia.

SECTION 14: [OFFICER ELECTIONS]

Election into a State See Curia or it's High Council shall be held in accordance with its constitution and by-laws.

SECTION 15: [OFFICER TERMS IN OFFICE]

Terms of Office for State See Curia's High Councils shall be determined by the State See Curia and stated in its constitution and by-laws. Bishops are elected for life, or until the move out of their elected geographical locales.

SECTION 16: [OFFICER INDUCTION/INSTALLATION]

The formal ceremony for An Induction of an Arch Bishop, Bishop or other Officer of a State See Curia shall be on the Sunday following their election.

SECTION 17: [ORDER OF SUCCESSION]

PARAGRAPH 1: [BISHOPS/VICARS]:

In the event that an Arch Bishop (a member of the Order's Board of Directors for a State Curia) shall be unable to fulfill their term in office, due to serious illness, death, resignation, or other just and legitimate reason, then the Bishop beneath them shall take over the position above them, i.e. the Senior Bishop shall become the Arch Bishop, and the Junior Prelate (Bishop) becomes the Senior Prelate (Bishop). If the Junior Prelate (Bishop) is unable to perform his/her duties, or must succeed to become the Senior Prelate, then an Auxiliary Bishop shall succeed and become the Junior Prelate (Bishop). If there are no other qualified Bishops to become the Junior Prelate, then the Senior Vicar or failing that Senior Hierophant / Hierophantria of the State shall become the Junior Prelate, for the remainder of the term. The Arch Bishop with counsel will then have the power to appoint a new Hierophant / Hierophantria from a duly qualified Adept among the ranks of the Order in his/her State See.

PARAGRAPH 2: [ADMINISTRATIVE ADEPTI]:

In the event that a member of the High Council, who serves as an appointed Administrative Officer, is unable to fulfill their term in office, due to serious illness, death, resignation, or other just and legitimate reason(s), then the Arch Bishop (Primate) with council from the College of Adepti, shall appoint a qualified Adelphon, preferably an Adept, to hold the office in question for the remainder of that term.
