SECTION 1: [ESTABLISHMENT OF THE EXECUTIVE COUNCIL]

There shall be established a cabinet body of officers for the Order Of The Astral Star, with the president of this body to serve in the capacity of the executive branch of the Order's government. This body shall be known as the Executive Council.

SECTION 2: [DEFINITION OF THE EXECUTIVE COUNCIL]

The Executive Council (E.C.) of the Society Of The Astral Star shall serve as the Executive Branch of Government and Officers of the Order's General Synod, under the authority of the duly elected Chief Adept / President of The Order of The Astral Star.

The Executive Council shall be composed of all Adelphi who hold the ecclesiastical administrative rank of Cardinal (both Archons and Procurators) and a number of appointed respected and learned members to serve in administrative Offices. Elected Officers, The Chief Adept, The Second Adept, and The Third Adept, and a number of Vice-Chancellors shall be regarded as Cardinal Adepti, and shall serve as the members of the corporate Board of Directors of The Order.

The duties, powers, descriptions, and requirements of all officers and board members shall consist of the following paragraphs:

PARAGRAPH 1: [CHIEF ADEPT - PRESIDENT]

The Chief Adept of the Society Of The Astral Star shall constitute the Executive Branch of government for the General Order. The Chief Adept shall also be known as the Imperator/Imperatia, (the supreme commander in chief), over-seeing the major business of the General Order, hearing and acting upon the reports of the other members of the Executive Council and General Synod, Establishing policy, doctrine, and procedure for the Order (with council of the General Synod and Executive Council) by Executive Order (Fiat). It shall be the Chief Adept who shall chair the meetings of the Executive Council and the General Synod. Furthermore, all appointed Officers of the Executive Council shall be appointed by The Chief Adept/President, with the council of the College of Cardinal Adepti.

The Chief Adept is the Supreme Cardinal Archon of the General Order, a first amongst equals, and serves as the President and Chief Executive Officer of the Order, supervising a cabinet board of directors and administrative officers. This position is an elected position, elected by majority vote of the General Synod.

Requirements for an individual to hold this supreme position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adeptus Minor (6=5) and an ordination of Augurian Clerical status of not less than Bishop. One term shall be equal to a period of five years, with the right to succeed themselves indefinitely. The robes of the Chief Adept shall be Red and trimmed in Green and Gold. The symbol of office shall be a wand of a winged globe. The proper honorific title for the Chief Adept or any past Chief Adept shall be Greatly Honored Frater (GHFr.) for a Brother President and Greatly Honored Soror (GHSr.) for a Sister President; In writing, Your/His/Her Supremacy or in addressing verbally, Your/His/Her Supreme Eminence.

PARAGRAPH 2: [SECOND ADEPT - VICE PRESIDENT]

The Second Adept of the Society Of The Astral Star shall serve as second in command of the General Order. He/She shall preside over meetings of the Executive Council and/or the General Synod whenever the Chief Adept shall be unable. The Second Adept's duty is to act as the Praemonstrator/Praemonstria, chairing the standing committee on Rituals, Rites, and Emblems. The Second Adept's responsibility is to act as the Order's senior most educator, providing training and supervision of all of the General Order's Ritual teams.

The Second Adept serves as the Vice-President and Chief Operations Officer of the Order. Within the General Order, the Second Adept is an Exalted Cardinal Archon, a member of the College of Cardinal Adepti (board of directors) and executive cabinet. Furthermore, all appointed Committee and Board members, unless specifically mandated by this constitution) of the General Synod shall be appointed by The Second Adept/Vice-President, with the council of the College of Cardinal Adepti.

Requirements for an individual to hold this exalted position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adeptus Minor (6=5) and an ordination of not less than Bishop. This position shall be elected by majority vote of the General Synod of The Order of The Astral Star. One term shall be equal to a period of five years, with the right to succeed themselves indefinitely. The robes of the Second Adept shall be Blue and trimmed in Orange and Silver. The symbol of office shall be a wand of an Elemental Cross. The proper honorific title for the Second Adept or any past Second Adept shall be Greatly Honored Frater (GHFr.) for a Brother Vice-President and Greatly Honored Soror (GHSr.) for a Sister Vice-President; In writing, Your/His/Her Exaltedness and in addressing verbally, Your/His/Her Exalted Eminence.

PARAGRAPH 3: [THIRD ADEPT - CHANCELLOR]

The Third Adept of the Society Of The Astral Star shall serve as third in command of the General Order. He/She shall preside over meetings of the Executive Council and/or the General Synod whenever the Chief Adept and the Second Adept shall be unable. The Third Adept shall be regarded as the Executive Secretary, and supervise all administrative functions of the General Order. Because the Third Adept serves as a kind of Porter keeper, He/She serves as the General Order's Secretary of State.

The Third Adept serves as the Chancellor and Chief Administrative Officer of the Order. Within the General Order, the Third Adept, called the Cancellarius/Cancellaria, is an Exalted Cardinal Archon and member of the board of directors and the executive cabinet. Furthermore, all appointed administrative Staff shall be appointed by The Third Adept/Chancellor, with the council of the College of Cardinal Adepti.

Requirements for an individual to hold this greatly honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than a Portal Adeptus (5=6+) and an ordination of clerical status of not less than Bishop. This position shall be elected by majority vote of the General Synod of the General Order Of The Astral Star. One term shall be equal to a period of five years, with the right to succeed themselves indefinitely. The robes of the Third Adept shall be Yellow and trimmed in Mauve-Pink and Bronze. The symbol of office shall be a wand of a Six Pointed Star. The proper honorific title for the Third Adept or any past Third Adept shall be Greatly Honored Frater (GHFr.) for a Brother Chancellor and Greatly Honored Soror (GHSr.) for a Sister Chancellor; In writing, Your/His/Her Exaltedness or addressing verbally, Your/His/Her Exalted Eminence.

PARAGRAPH 4: [FOURTH ADEPT - SECRETARY]

The Fourth Adept of the Society Of The Astral Star serves in the capacity of Secretary for the General Order, responsible for preparing and reading of minutes of sessions of the General Synod and of the Executive Council of the General Order. He/She is also responsible for notifying all members of the Executive Council of the exact time, place, and itinerary of all sessions of that body; and preparing, maintaining, filing and storage of routine correspondence from the membership of the General Order and from all persons and organizations outside of the Order's pale.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adelphon (0=11). One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all even numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Fourth Adept shall be Green trimmed deep Golden Yellow. The proper honorific title for the Fourth Adept or any past Fourth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 5: [FIFTH ADEPT - TREASURER]

The Fifth Adept of the Society Of The Astral Star serves in the capacity of Secretary of the Treasury (i.e., The Treasurer) for the General Order, responsible for preparing and maintaining ledgers for all financial needs and projects authorized by the General Order. He/She is also responsible for collection of dues, fines, and fees; paying legitimate debts incurred by the General Order; overseeing fund raising activities, and other such duties as may be directed.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adelphon (0=11) and an ordination of Augurian Clerical status of not less than Deacon/Deaconess. One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all odd numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Fifth Adept shall be Green trimmed deep Golden Yellow. The proper honorific title for the Fifth Adept or any past Fifth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 6: [SIXTH ADEPT - REPORTER]

The Sixth Adept of the Society Of The Astral Star serves in the capacity of Reporter for the General Order, responsible for preparing the Order's official Journal/Newsletter each Semi-Annum called, The Crux Mystica, and other publications of the General Order published and printed by "The Augurian Press, Ltd." In the eyes of mainstream society, the Sixth Adept serves as the Public Information Officer and Press Secretary.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adelphon (0=11). One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all even numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Sixth Adept shall be green trimmed deep golden yellow. The proper honorific title for the Sixth Adept or any past Sixth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 7: [SEVENTH ADEPT - LIBRARIAN]

The Seventh Adept of the Society Of The Astral Star serves in the capacity of Secretary For Education for the General Order. He/She is responsible to assist the Second Adept with education and training of new members.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Adelphon (0=11). One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all odd numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Seventh Adept shall be Green trimmed deep dark blue. The proper honorific title for the Seventh Adept or any past Seventh Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 8: [EIGHTH ADEPT - PARLIAMENTARIAN]

The Eighth Adept of the Society Of The Astral Star serves in the capacity of Parliamentarian for the General Order, responsible for maintaining the systems of constitutional and judiciary law. He/She is responsible for ensuring sessions of the General Synod and the Executive Council follow the guidelines of proper parliamentary rules of order, and advising all members of the General Synod and the Executive Council of conflicts of proposed legislation with existing Order Constitutional Laws.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the initiated degree of not less than Adelphon (0=11) and an ordination of Augurian Clerical status of not less than Deacon/Deaconess. One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all even numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Eighth Adept shall be green trimmed dark red. The proper honorific title for the Eighth Adept or any past Eighth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 9: [NINTH ADEPT - HISTORIAN]

The Ninth Adept of the Society Of The Astral Star serves in the capacity of Historian for the General Order. He/She is responsible to assist the Second Adept with education and training of new members. He/She chairs the Research Committee on Candidacy and Aspirancy. He/She is also responsible for maintaining a complete history of the General Order.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the initiated degree of not less than Adelphon (0=11) and an ordination of Order Clerical status of not less than Deacon/Deaconess. One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all even numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Ninth Adept shall be Green trimmed dark blue. The proper honorific title for the Ninth Adept or any past Ninth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 10: [TENTH ADEPT - VIZIER]

The Tenth Adept of the Society Of The Astral Star serves in the capacity of Advisor to the General Order. The Tenth Adept is an elder responsible for advising on all matters pertaining to rituals, rites, and all other matters of daily living with emphasis upon the procedures for operation and training in the ways of our faith, mysticism, and practical and theoretical magick. The Tenth Adept serves as the Chief Presbyter.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than Portal Adeptus (5=6+) and have an ordination of Clerical status of not less than Priest/Priestess, preferably being ordained a Presbyter; or an honorarily appointed Member who holds the title of Presbyter (Elder) from another religious faith, tradition, or school of magick or mysticism. One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all even numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Tenth Adept shall be green trimmed dark red. The proper honorific title for the Tenth Adept or any past Tenth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 11: [ELEVENTH ADEPT - CHAPLAIN]

The Eleventh Adept of the Society Of The Astral Star serves in the capacity of Chaplain and Spiritual Advisor to the General Order. The Eleventh Adept is a member responsible for advising on all matters pertaining to rituals, rites, and all other matters of daily living with emphasis upon the procedures for operation and training in the ways of our faith, mysticism, and practical and theoretical magick.

Requirements for an individual to hold this very honored position is as follows: the position must be filled by a knighted Adelphon who has the initiated degree of not less than Adelphon (0=11) and have an ordination of Clerical status of not less than Priest/Priestess. One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all odd numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Eleventh Adept shall be green trimmed dark blue. The proper honorific title for the Eleventh Adept or any past Eleventh Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 12: [TWELFTH ADEPT - MARSHAL]

The Twelfth Adept of the Society Of The Astral Star serves in the capacities of Secretary Of Defense and Chief Of the Order Police Force. He/she is responsible for maintaining training programs for all knighted Adelphon in the areas of martial arts, fencing, and equitation. The Twelfth Adept is the senior ranking Order Militia Officer under the Chief Adept, with charge of all Rangers, Paladins, and other Defensive Units and Guards. He/She provides physical security for the Cardinal Adepti and the other members of the Executive Council, and commands the knights who guard the major religious and other rituals, rites, and grounds of the General Order. The Marshal shall use the General Order's Militia and general police force, to ensure that Law, Order, and the peace be maintained.

Requirements for an individual to hold this greatly honored position are as follows: the position must be filled by a knighted Adelphon who has attained the higher initiated degree of not less than Adelphon (0=11) and an ordination of Order Clerical status of not less than Priest/Priestess. One term shall be equal to a period of two years, with the appointment to commence/terminate on The Feast of the Epiphany of all even numbered years. A member may succeed themselves indefinitely, by proper appointment. The robes of the Tenth Adept shall be green trimmed black. The proper honorific title for the Twelfth Adept or any past Twelfth Adept shall be Very Honored Frater (VHFr.) for Brother Adelphon and Very Honored Soror (VHSr.) for Sister Adelphon.

PARAGRAPH 13: [VICE-CHANCELLORS]

There may be a number of additional Greatly Honored Learned Adelphi ordained and appointed to the Ecclesiastical Rank of Cardinal. As a consequence of the rank of these Adelphi, they shall serve on the Board of Directors, and/on The Executive Council ex-officio. Within the General Order, these Cardinals are to serve this society in the Capacity of a Vice-Chancellor. Vice-Chancellors shall be regarded as Sub-Cancellarius/Sub-Cancellaria, ruling as a Cardinal Procurator, assisting the 3rd Adept/Chancellor in the Administrative Duties over a large geographical area. He/She shall preside over a number of States, Requirements for an individual to hold this greatly honored position is as follows: the position must be filled by a knighted Adelphon who has the higher initiated degree of not less than a Portal Adeptus (5=6+) and an ordination of clerical status of not less than Bishop. This position shall be elected by majority vote of the General Synod for the General Society Of The Astral Star. The Term for such Cardinals shall be for life, and as such they may not be removed by future Synods. All original ten members of the Society of The Astral Star shall be regarded as Cardinal Procurators, serving as Vice-Chancellors, and shall maintain all rights, privileges, obligations, and responsibilities. The robes of Vice-Chancellors shall be Purple and trimmed in bright cardinal red. The symbol of office shall be a wand of a Five Pointed Star. The proper honorific title for a Cardinal Vice-Chancellor shall be Greatly Honored Frater (GHFr.) for a Brother Vice-Chancellor and Greatly Honored Soror (GHSr.) for a Sister Vice-Chancellor; In writing or addressing verbally, Your/His/Her Eminence.

SECTION 3: [BRANCH OF GOVERNMENT]

The Executive Council shall serve the Society of The Astral Star as the Executive Cabinet, with the Chief Adept to serve as the Executive Branch of government.

SECTION 4: [POWERS AND DUTIES]

The Executive Council shall have the following powers and duties by constitutional law:

1) Effecting it's own organization;
2) Enacting and enforcing laws and rules governing the whole General Society Of The Astral Star Of Augurs, and The Augurian Church, it's Chartered Stellar Temples and Colonial Lodges, and all Adelphi affiliated therewith. Legislation enacted by the Executive Council shall be in force one hundred eighty (180) days after passage unless otherwise provided;
3) Granting of Charters to Colonial Lodges;
4) Revoking of Charters from Colonial Lodges;
5) Placing on probation, suspension, or expulsion any Stellar Temple, Colonial Lodge, Aspirant or Adelphon of the General Order within due process of law;
6) Penalizing any officer of the Executive Council, or any officer of a High Council of a commonwealth, state, or territorial Curia, or any officer of a Stellar Temple or Colonial Council, any member of ordained priesthood, or any Presbyter, Adept, Adelphon, or Aspirant in such a manner as is deemed proper and within the laws of the land and of The Society;
7) Provision by statute for the creation of or disbursement of revenues for the General Order;
8) The power to impeach and or dismiss any member after a proper trial where the evidence will be shown as proof;
9) The power to affiliate with any other esoteric organization, school, church, or tradition for a specific purpose;
10) Amend the laws of the General Order and it's Church, and;
11) All other powers necessary for the proper carrying out of the duties and privileges herein provided for.

SECTION 5: [FREQUENCY OF SESSIONS]

The Executive Council shall meet semi-annually. All regular sessions of the Executive Council shall be scheduled to be convened within the months of the Vernal and Autumnal Equinoxes (March and September), as close to the actual dates (just prior to) as are feasible.

SECTION 6: [TIME AND PLACE OF SESSIONS]

The exact time and location of regular sessions of the Executive Council shall be determined at the previous session of that body, in accordance with applicable law.

SECTION 7: [NOTICE OF SESSIONS]

All members of the Executive Council, and any other Adelphon requested to attend a session of the Executive Council, shall be advised of the details of the session in the following manner:

PARAGRAPH 1: [REGULAR SESSIONS]

The Office of the Fourth Adept (Secretary), the General Secretary, shall notify all members of The Executive Council, and any other Adelphon requested to attend, by written notice stating the exact time, location, and itinerary for the upcoming regular session thirty (30) days prior to the date of the regular session, with an estimated length of time in days and/or hours that this particular regular session shall require.

PARAGRAPH 2: [SPECIAL SESSIONS]

The Office of the Third Adept (Chancellor) shall notify by phone, email, standard mail, in person, or in any manner deemed appropriate, all members of The Executive Council, and any other Adelphon requested to attend, stating the exact time, location, and when possible a brief itinerary in the event that a special session should need to be called at the request of the Chief Adept (President). Notification shall be given for the Special Session ten (10) days prior to the date of the regular session, with an estimated length of time in days and/or hours that this particular regular session shall require.

PARAGRAPH 3: [EMERGENCY SESSIONS]

The Office of the Chief Adept (President) shall notify by phone, email, registered/certified mail, in person, or in any manner deemed appropriate, all members of The Executive Council, and any other Adelphon requested to attend, stating the exact time, location, and when possible a brief itinerary in the event that an Emergency Session should need to be called at the request of any member of the Executive Council or any member of The General Synod. Notification shall be given for an Emergency Session three (3) days prior to the date of the session, with an estimated length of time in days and/or hours that this emergency session shall require.

SECTION 8: [NOTICE OF E.C. MEMBERS ABSENCE REPORT]

Should a member of the Executive Council be unable to attend a regular session of the Executive Council, he/she shall advise the Fourth Adept (Secretary), in writing that he/shall be unable to attend, and the reason for his/her unavailability fourteen (14) days prior to the session. The member of the Executive Council may include in the written correspondence his/her absentee ballet vote on any subject listed on the itinerary. In the event that the session in question should be a special session or emergency session, then the member may state this information via phone to either the Third Adept or to the Chief Adept.

SECTION 9: [POSTPONEMENT OF SESSIONS]

A regular session of the Council may be deferred by the office of the Chief Adept if authorized by the favorable referendum vote of two-thirds of the members of that body.

Deferred sessions of the General Synod shall be re-scheduled by The Chancellor (Third Adept). Rescheduled session dates, times, locations, and itinerary shall be revised and issued from the Office of The Chancellor (Third Adept), either via phone, in writing, or other acceptable and conventional manner, to all members concerned.

SECTION 10: [QUORUM]

Whenever the Executive Council is in session, a quorum shall be required to conduct lawful business for The Order of The Astral Star. A majority of the elected and appointed Officers members in good standing shall constitute a quorum. Action by a majority of those with franchise shall constitute and be binding as law of the Order of The Astral Star, except for instances which require action of the General Synod directly.

SECTION 11: [ORDER IN SESSION]

Whenever the Executive Council is in session, proper parliamentary procedure shall be adhered to, as stated in Article XII of this Constitution.

SECTION 12: [VOTING]

Whenever the Executive Council is in session, all members are entitled to one (1) vote on any issue that is brought to question before it;

There shall be no voting by proxy in sessions of the Executive Council;

The Chief Adept (President) or current Member presiding in the Chair may not vote, unless to break a tie vote;

Absentee Ballots may be cast only in elections of Officers, ratification of Candidates for Office, or granting of charters, for revoking of charters, for Candidates for Membership and Initiation into the various Degrees of Knowledge of the Order. Absentee ballots may be cast in the case of absences which are deemed unavoidable by a majority of the Executive Council.

SECTION 13: [ACTION BY REFERENDUM]

Should conditions arise, during the interim between sessions of the Executive Council, which in the opinion of a Cardinal Adept, [President (Chief Adept), Vice-President (Second Adept), Chancellor (Third Adept), or Vice-Chancellor (Procurator)] immediate action by the General Order, a Cardinal Adept may submit such measures to meet such conditions to a direct vote of the Order. Such direct vote shall be submitted by certified mail to each member of the Executive Council entitled to representation at the last address on record by the Chancellor (Third Adept). If any member of the Executive Council fails to vote within thirty days after such submission by mail, the result shall be determined on the basis of the ballots received after thirty (30) days. The required majority in each case shall be the same as at a session of the Executive Council.

SECTION 14: [EMERGENCY AUTHORITY]

On authority of the College of Cardinal Adepti (board of directors) or in the person of the Chief Adept (President), the Executive Council shall have the right to delegate whatever emergency authority may become necessary for the preservation of The General Society of the Astral Star or any Subordinate organization under itıs jurisdiction.

SECTION 15: [OFFICER ELECTIONS]

Election into the Executive Council shall be held by the General Synod of the General Society Of The Astral Star as follows: Members of the Cardinal Archoncy, The Chief, Second, and Third Adepts, shall be elected on All Hallow's Eve (October 31st) on all years ending in zero and five, i.e. 1980, 1985, 1990, 1995, 2000, 2005, etc., with the Cardinal Officer being installed at the Vernal Equinox of the following year.

All other members of the Executive Council shall be nominated and appointed on All Saintıs Day (November 1st) of the year in which said office shall be required to be filled (even numbered Adepti in even numbered years / odd numbered Adepti in odd numbered years).

SECTION 16: [OFFICER TERMS IN OFFICE]

It shall be established that the term of office for Cardinal Archons, (the Chief, Second, and Third Adepts) shall be for five years. Cardinal Procurators (Vice-Chancellors) shall serve for Life. The Terms in office for the remaining members of the Executive Council, the Fourth, Fifth, Sixth, Seventh, Eighth, Ninth, Tenth, Eleventh, and Twelfth Adepti, shall be for a period of two years. All members have the right to attempt to succeed themselves, indefinitely.

SECTION 17: [OFFICER INDUCTION/INSTALLATION]

The formal ceremony for An Induction of a Cardinal Adept shall be on the Vernal (Spring) Equinox following the All Hallow's of their election by the General Synod or the session of the Executive Council;

The formal ceremony for An Installation of all other Appointed Officers shall be on the next Epiphany (January 6th) of the following year;

For members who are fulfilling the position temporarily due to serious illness, death, or resignation, then the Induction shall be held the first Sunday of the next month of their appointment, during a special Order Mass.

SECTION 18: [ORDER OF SUCCESSION]

PARAGRAPH 1: [CARDINAL ADEPTI (CA-3A & VC's)]:

In the event that a Cardinal Adept (a member of the Society's Board of Directors) shall be unable to fulfill their term in office, due to serious illness, death, resignation, or other just and legitimate reason, then the Adept beneath them shall take over the position above them, i.e. the Second Adept shall become the Chief Adept, the Third Adept shall become the Second Adept. If the Third Adept is unable to perform his/her duties, or must succeed to become the Second Adept, then a Cardinal Procurator, a Vice-Chancellor shall succeed and become the Third Adept. If there are no other qualified Cardinals to become the Third Adept, then the Fourth Adept shall become the Third Adept, for the remainder of the term. The Chief Adept with counsel will then have the power to appoint a new Secretary (Fourth Adept) from a duly qualified Adelphon among the ranks of the Order.

PARAGRAPH 2: [ADMINISTRATIVE ADEPTI (4A-12A)]:

In the event that a member of the Executive Council, who serves as an appointed Administrative Officer, is unable to fulfill their term in office, due to serious illness, death, resignation, or other just and legitimate reason(s), then the Chief Adept with council from the College of Cardinal Adepti, shall appoint a qualified Adelphon, preferably an Adept, to hold the office in question for the remainder of that term.

SECTION 19: [SUSPENSION OF MEMBERS IN OFFICE]

An elected Cardinal Archon, i.e., the Chief Adept (President), the Second Adept (Vice-President), and the Third Adept (Chancellor), may be suspended from acting in office by a four-fifths vote of a quorum of a session of the Executive Council. The cause for the suspension shall be referred to the College of Cardinal Adepti (the board of directors) of the Society of The Astral Star for resolution, or further action by the General Synod. All rights of the Cardinal Archon shall be maintained as provided in Article III, Section 14 of this Constitution.

An appointed Administrative Officer of the Executive Council of the General Order may be suspended from Office by a three-fourths vote of a quorum of a session of the Executive Council, or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti.

A duly elected and ordained Arch Bishop (Primate) or Bishop (Prelate) of a Commonwealth, State, or Territorial See may be suspended from functioning in Office by a two-thirds vote of a quorum of a session of the Executive Council, or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti.

An appointed Administrative Officer of a Commonwealth, State, or Territorial See High Council of the General Order may be suspended from Office by a majority vote of a quorum of a session of the Executive Council; by a two-thirds vote of the Commonwealth, State, or Territorial See in question; or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti; or by Fiat of the Primate of said See with council from the Seeıs Episcopal Curia.

An elected or appointed Officer of a Stellar Temple or Colonial Lodge Council of the General Order may be suspended from Office by a majority vote of a quorum of a session of the Executive Council; by a majority vote of the Commonwealth, State, or Territorial See in which said subordinate organization reside; or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti; or by Fiat of the Primate of said See with council from the See's Episcopal Curia; or by two-thirds vote of a quorum of a session of the subordinate organizationıs Council.

SECTION 20: [ADMINISTRATIVE & SUPPORT STAFF]

The Executive Council (E.C.) of the Society Of The Astral Star shall have the power and authority to appoint such administrative and support staff for the Society of The Astral Star as may be necessary.

The duties, powers, descriptions, and requirements of all administrative and support staff shall consist of the following paragraphs:

PARAGRAPH 1: [GENERAL & ASSOCIATE COUNSEL(S)]

There may be a General Counsel for the Society Of The Astral Star. The General Counsel shall serve as legal representative and attorney-in-fact for the General Order. Associate Counsels of the Society of The Astral Star shall serve as assistants to the General Counsel. All Counsels are appointed by the Executive Council of The Society of The Astral Star, and ratified by a majority vote of the General Synod. One term shall be equal to a period of two years and six months.

The General Council may report at sessions of the General Synod or the Executive Council thereof in person upon any legal matter of significance to the Order. He/She shall submit a report in writing to the Third Adept (Chancellor) not less than thirty (30) days prior to the session. Furthermore, the General Counsel may have issues placed before him/her at the session.

The General Counsel may recommend other individuals to the position of Associate Counsel, to assist him/her in the performance of their duties.

PARAGRAPH 2: [OFFICIAL JEWELER]

There may be an Official Jeweler for the Society Of The Astral Star, appointed by the Executive Council and ratified by a majority vote of the General Synod. One term shall be equal to a period of two years and six months.

The Executive Council shall select official Order Jewelers based on quality of workmanship, costs, protection of copyrights, and service to the General Order and itıs members. Copies of the official Order dies and patterns of insignia shall be placed in the custody of the Jeweler who shall cast and use official insignia of the General Order as provided by the laws and practices of The Society of The Astral Star. The Third Adept (Chancellor) shall supervise the distribution of official jewelry under the contract of the General Order and with Official Jewelers. The Third Adept (Chancellor) shall authorize the official Jewelers to deliver an official badge, octacle, or other device only to a member in good standing. All jewelry bearing the devices of the Order remain property of the General Order.

Associate Jewelers of the Society of The Astral Star shall serve as assistants to the Jeweler.

PARAGRAPH 3: [OFFICIAL DRAPIER (TAILOR/SEAMSTRESS)]

There may be an Official Drapier for the Society Of The Astral Star appointed by the Executive Council and ratified by a majority vote of the General Synod. One term shall be equal to a period of two years and six months.

The Executive Council shall select official Order Tailors and Seamstresses based on quality of workmanship, costs, protection of copyrights, and service to the General Order and itıs members. Copies of the official Order patterns of insignia shall be placed in the custody of the Drapier(s) who shall manufacture official insignia of the General Order as provided by the laws and practices of The Society of The Astral Star. The Third Adept (Chancellor) shall supervise the distribution of official robes and tabards under the contract of the General Order and with Official Drapiers. The Third Adept (Chancellor) shall authorize the official Drapiers to deliver official garments only to a member in good standing. All mantals and tabards bearing the seal of the Order remain property of the General Order.

Associate Drapiers of the Society of The Astral Star shall serve as assistants to the Drapier.

PARAGRAPH 4: [OFFICIAL WEB MASTER / ISP]

There may be an Official Web Master for the Society Of The Astral Star appointed by the Executive Council and shall work under the supervision of the Sixth Adept (Reporter). The Society of The Astral Star reserves the right to contract with an Internet Service Provider to host the Official Order web site. One term shall be equal to a period of one year.

The Executive Council shall select official Order Web Masters and Internet Service Providers based on quality of workmanship, costs, protection of copyrights, and service(s) to the General Order and it's members. All content on the official web site of the Order shall remain property of the General Order. The official Web Address of the Order of The Astral Star shall be: http://www.astralstar.org/. Secondary domain names of the Society shall include: http://www.astralstar.net/ ; http://www.astralstar.name/ ; and http://www.astralstar.us/. E-Mail accounts for Order Officers and Members may be issued by the Web Master/Web Mistress.

Associate Web Master of the Society of The Astral Star shall serve as assistants to the Web Master.
