SECTION 1: [ESTABLISHMENT OF THE GENERAL SYNOD]

There shall be established a body to govern the Society Of The Astral Star, Inc. This body shall be known as The General Synod (GS).

SECTION 2: [DEFINITION GENERAL SYNOD / BRANCH OF GOVERNMENT]

The General Synod (G.S.) of the Society shall be regarded as the chief legislative and judicial body for the Society of the Astral Star, Inc. This body shall be a "general" assembly of elected learned Adelphi to form a representative democracy, and be composed of the following sub-bodies:

1) The members of the Executive Council (as defined in Article IV); &
2) All Adelphi who are ordained to the rank of Bishop, Arch Bishop, and Cardinal and/or function in an ecclesiastical office of administration such as one of the aforementioned clergy.

SECTION 3: [POWERS AND DUTIES]

The General Synod shall have the following powers and duties by constitutional law:

1) Effecting it's own organization;
2) Enacting and enforcing laws and rules governing the whole of the General Society Of The Astral Star, it's duly chartered Subordinate Stellar Temples and Colonial Lodges, as well as all Aspirants and Adelphi affiliated therewith. Legislation enacted by the General Synod shall be in force ninety days after passage unless otherwise provided;
3) Granting of Charters to Stellar Temples and Colonial Lodges;
4) Revoking of Charters from Stellar Temples and Colonial Lodges;
5) Placing on probation, suspension, or expulsion of any Stellar Temple, Colonial Lodge, Aspirant, Adelphi, or Adept of the General Order with due process;
6) Penalizing any officer of the Executive Council, or any officer of a High Council of a commonwealth, state, or territorial Curia, or any officer of a Stellar Temple Council or Colonial Lodge Council, any member of ordained priesthood, or any Presbyter, Adept, Adelphon, or Aspirant in such a manner as is deemed proper and within applicable laws;
7) Provision by statute for the creation of or disbursement of revenues and funds for the General Order;
8) The power to impeach and/or dismiss any member after a proper ecclesiastical trial where the evidence will be shown as proof;
9) The power to affiliate with any other esoteric organization, school, church, or tradition for any specific lawful purpose(s);
10) Amend the laws of the General Order;
11) Ratification of any and all actions taken by the Executive Council or subordinate organization at a previous meeting of same;
12) Re-Consideration of any and all actions taken by the Executive Council or subordinate organization at a previous meeting of same;
13) Nullification of any and all actions taken by the Executive Council or subordinate organization at a previous meeting of same;
14) All other powers necessary for the proper carrying out of the duties and privileges herein provided for.

SECTION 4: [FREQUENCY OF SESSIONS]

The General Synod shall be scheduled to meet Pentennially; on years ending in a zero (0) or five (5).

SECTION 5: [TIME AND PLACE OF SESSIONS]

The exact time and location of regular sessions of the General Synod shall be determined at the previous session of that body, in accordance with applicable law.

SECTION 6: [NOTICE OF SESSIONS]

All members of the General Synod and any other Adelphon requested to attend a session of that body, shall be advised of the details of the session in the following manner:

PARAGRAPH 1: [REGULAR SESSIONS]

The Office of the Third Adept (Chancellor), shall send to all members of the General Synod, and any other Adelphon requested to attend, a written notice stating the exact time, location, and itinerary for the upcoming regular session ninety (90) days prior to the date of the regular session, with an estimated length of time in days and/or hours that said particular regular session shall require.

PARAGRAPH 2: [SPECIAL SESSIONS]

The Office of the Chief Adept (President) shall call by phone, or notify by any means necessary, all members of The General Synod, and any other Adelphon requested to attend, stating the exact time, location, and when possible a brief itinerary in the event that a special session should need to be called. Notification shall be given with a reasonable amount of notice issued, determined by the nature of the special session.

SECTION 7: [NOTICE OF G.S. MEMBERS ABSENCE REPORT]

Should a member of the General Synod be unable to attend a regular session, he/she shall advise the Third Adept (the Chancellor), in writing that he/she shall be unable to attend, and the reason for his/her unavailability thirty days prior to the session. The member may include in the written correspondence his/her absentee ballet vote on any subject listed on the itinerary. In the event that the session in question should be a special session, then the member may state this information via phone or other proper means to the Chief Adept.

SECTION 8: [POSTPONEMENT OF SESSIONS]

A regular session of the General Synod may be waived, omitted, or deferred by the office of the Chief Adept if authorized by the favorable referendum vote of two-thirds of the Subordinate ecclesiastical state / territorial Sees.

Furthermore, if The Third Adept (Chancellor) advises the Chief Adept (President) that at least one-third of the members of the General Synod, including the Executive Council, have sent in Unable to Attend RSVP's, a regular session of the General Synod may be deferred at the Chief Adeptıs (President's) discretion.

Deferred sessions of the General Synod shall be re-scheduled by The Chancellor (Third Adept). Rescheduled session dates, times, locations, and itinerary shall be revised and issued from the Office of The Chancellor (Third Adept), either via phone, in writing, or other acceptable and conventional manner, to all members concerned.

SECTION 9: [QUORUM]

Whenever the General Synod is in session, a quorum of members shall be required to conduct lawful business for The Order of The Astral Star. Representative members in good standing from a majority of the Subordinate State/Territorial ecclesiastical Sees shall constitute a quorum. Action by a majority of those with franchise shall constitute and be binding as law of the Order of The Astral Star, except in case of amendment to this constitution, which shall require three-fourths (3/4) vote.

SECTION 10: [ORDER IN SESSION]

Whenever the General Synod is in session, proper parliamentary procedure shall be adhered to as is stated in Article XII of this Constitution.

SECTION 11: [VOTING, PROXIES, & ABSENTEE BALLOTS]

Whenever the General Synod is in session, all members are entitled to one (1) vote on any issue that is brought to question before it;

There shall be no voting by proxy in sessions of the General Synod;

The Chief Adept (President) or current Member presiding in the Chair may not vote, unless to break a tie vote;

Absentee Ballots may be cast only in elections of Officers, ratification of Candidates for Office, for granting of charters, for revoking of charters, for Candidates for Membership and Initiation into the various Degrees of Knowledge of the Order. Absentee ballots may be cast in the case of absences which are deemed unavoidable by a majority of the General Synod.

SECTION 12: [OFFICERS - EXECUTIVE COUNCIL]

The officers of the General Synod shall be composed of a number of duly elected Greatly Honored Frater and Soror Cardinal Adepti composing the Board of Directors; and may include several Very Honored Frater and Soror Adelphi who shall be appointed by the Chief Adept with counsel of the Board of Directors, to assist in the administrative duties for the whole of The General Order. This body of officers shall be responsible for the routine administration of the General Order, and shall be known collectively as The Executive Council. The details of the Executive Council shall be completely defined in Article IV of this Constitution.

SECTION 13: [REMOVAL OF MEMBERS FROM OFFICE]

An elected Cardinal Archon, i.e., the Chief Adept (President), the Second Adept (Vice-President), and the Third Adept (Chancellor), may be removed from office by a four-fifths vote of a quorum of a session of the General Synod. Should a Cardinal Archon be a founding member of the Order, then that Adept may be removed from said office, but shall revert to a Cardinal Procurator, and remain on the board of directors. An elected Cardinal Procurator serves for life, and may not be removed from office by the General Synod. A Cardinal Procurator may resign from office, and membership from the General Order, however said individual retains the right return to the General Order with rights of voice and vote in the General Synod, the College of Cardinal Adepti, and the Executive Council for their natural life. Should a Cardinal Procurator be elected into office as a Cardinal Archon, then removal as an Archon may only be reverted back to a Cardinal Procurator.

An appointed Administrative Officer of the Executive Council of the General Order may be removed from Office by a three-fourths vote of a quorum of a session of the General Synod, or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti.

A duly elected and ordained Arch Bishop (Primate) or Bishop (Prelate) of a Commonwealth, State, or Territorial See may be removed from Office by a two-thirds vote of a quorum of a session of the General Synod, or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti.

An appointed Administrative Officer of a Commonwealth, State, or Territorial See High Council of the General Order may be removed from Office by a majority vote of a quorum of a session of the General Synod; by a two-thirds vote of the Commonwealth, State, or Territorial See in question; or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti; or by Fiat of the Primate of said See with council from the Seeıs Episcopal Curia.

An elected Officer of a Stellar Temple or Colonial Lodge Council of the General Order may be removed from Office by a majority vote of a quorum of a session of the General Synod; by a majority vote of the Commonwealth, State, or Territorial See in which said subordinate organization reside; or by Fiat of the Chief Adept (President), with council from the College of Cardinal Adepti; or by Fiat of the Primate of said See with council from the See's Episcopal Curia; or by three-fourths vote of a quorum of a session of the subordinate organizationıs Council.

SECTION 14: [ACTION BY REFERENDUM]

Should conditions arise, during the interim between sessions of the General Synod, which in the opinion of the Chief Adept (President) or a majority of the members of the Executive Council require immediate action by the General Order, the Chief Adept (President) may submit such measures to meet such conditions to a direct vote of the Order. Such direct vote shall be submitted by certified mail to each member of the General Synod and to each Subordinate Stellar Temple and Colonial Lodge entitled to representation at the last address on record by the Third Adept (Chancellor). If any member of the General Synod or Subordinate organization fails to vote within thirty days after such submission by mail, the result shall be determined on the basis of the ballots received after thirty (30) days. The required majority in each case shall be the same as at a session of the General Synod.

SECTION 15: [STANDING COMMITTEES & ADVISORY BOARDS]

The following standing committees and advisory boards shall exist for the Society of The Astral Star and shall meet as needed. All Standing Committees & Advisory Boards shall be appointed by the Second Adept (Vice-President), unless other provisions are provided for. Notification for Committees & Advisory Boards shall be given by the chair not less than thirty (30) days in advance.

PARAGRAPH 1: [COLLEGE OF CARDINAL ADEPTI]

A standing Board of Directors in the Executive for the General Order shall be established, chaired by the Chief Adept, with the 2nd Adept, Third Adept, and all Vice Chancellors (duly elected Cardinal Adepti) of the Order serving as members.

The purpose is to advise the Chief Adept in forming official positions on matters of interest to the Order at large, and to advise the Chief Adept on the establishment of formal doctrine, policy, and administrative procedures for the General Order.

PARAGRAPH 2: [CONSTITUTION, LAW & LEGISLATION]

A standing committee on Constitution, Law, and Legislation shall be established, chaired by the Chief Adept, with the Sixth Adept, Eighth Adept, Ninth Adept, and other members appointed by The Chief Adept serving as members. The Second Adept and the Third Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose is to maintain the constitution, by-laws, resolutions, general order administrative regulations (G.O.A.R.s), and upkeep the General Order's legal and administrative systems.

PARAGRAPH 3: [RITUALS, RITES, INSIGNIA, & REGALIA]

A standing committee for Rituals, Rites, Insignia, and Regalia shall be established, chaired by the Second Adept with the Seventh Adept, Ninth Adept, Tenth Adept, and Four (4) additional appointed Adepti of The General Order to serve as members. The Chief Adept and the Third Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee shall be to upkeep, train, educate, and safeguard all rituals, rites, and regalia associated with the General Order in all phases of Adelphon development. This committee shall inspect, with the power to instruct, authorize, certify, or deny certification of any ritual team of the General Order.

PARAGRAPH 4: [ADMINISTRATION]

A standing committee on Administration shall be established, chaired by the Third Adept, with All Vice-Chancellors, the Fourth Adept, the Fifth Adept and the Sixth Adept of The General Order to serve as members. The Chief Adept and the Second Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee is to establish and maintain administrative procedures for the General Order.

PARAGRAPH 5: [CANDIDATE ADMISSION & ADVANCEMENT]

A standing committee for Candidate Admission And Member Advancement shall be established, chaired by the Fourth Adept, with the Sixth Adept, the Seventh Adept and two other members of the General Synod appointed by the Chief Adept to serve as members. The Chief Adept, the Second Adept, and the Third Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee shall be to review and investigate all prospective Candidates in the General Order for admission. This committee shall make all recommendations regarding their findings to either the Executive Council of The General Order, or shall make a recommendation and/or referral to the High Council of the State Curia which shall have particular sphere of influence to put the Candidate's application to a vote.

Additionally, this standing committee shall be responsible for the review and recommendation of Applicant Adelphi for Advancement in Grade / Degree of Knowledge of The General Order of The Astral Star, with counsel from the Chairman on Educational Curriculum and Instruction. All Candidates for membership and all Applicants for Advancement shall be referred to the College of Cardinal Adepti for final approval or denial.

PARAGRAPH 6: [FINANCE]

A standing committee on Finance shall be established, chaired by the Fifth Adept, with the Third Adept, Seventh Adept, and two other members of the General Synod The Chief Adept and the Second Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee is to maintain adequate funds via collection of dues, fines, fees, fund raising projects, etc., and to pay the General Order's lawful debts.

PARAGRAPH 7: [PUBLIC RELATIONS & PRESS]

A standing committee for Public Relations shall be established, chaired by the Sixth Adept, with the Fourth Adept, Tenth Adept, and Two Additional Adepti of The General Order to serve as members. The Chief Adept, the Second Adept, and the Third Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee shall be to make all required press releases, and control all public access to General Information about the Order. The Public Relations & Press Committee shall be responsible for the content and production of all official materials of the General Order, including (but not limited to) the Official Journal of The Order (The Crux Mystica), special newsletters, and the Web Site on the world wide web / Internet.

PARAGRAPH 8: [EDUCATIONAL CURRICULUM & INSTRUCTION]

A standing committee for Educational Curriculum and Instruction shall be established, chaired by the Second Adept with the Seventh Adept, the Ninth Adept, Tenth Adept, Eleventh Adept, and four (4) members of Order Priesthood and/or Presbyters to serve as members. The Chief Adept, and the Third Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee shall be to initiate, review, revise, and implement all practical course work relating to the magickal knowledge and procedures, and furthermore to administer the testing process to all Adelphon with the power to recommend members for advancement in Degree of Knowledge and Skills of applicable spiritual education.

PARAGRAPH 9: [HISTORY & ARCHIVES FOR HERITAGE]

A standing committee for Order History and Archives For Heritage Preservation may be established, chaired by the Ninth Adept, with the Chief Adept, Second Adept, Third Adept, Seventh Adept, Tenth Adept, and all past Presidents, Vice-Presidents, and Chancellors serving as members.

The purpose of this committee shall be to maintain and record the Orderıs Historical Knowledge Lecture(s) and to oversee the preservation of accurate historical artifacts.

PARAGRAPH 10: [ADVISORY BOARD OF PRESBYTERS]

A standing advisory board of Presbyters may be established, chaired by the Tenth Adept with All Senior ranking Presbyters from each Arch Diocese serving as members, appointed by consent of the Executive Council.

The purpose is to serve in the capacity of an advisory board to the Cardinal Adepti, the Executive Council, and the General Synod in general, with regard to business and matters of training, instruction, and of the spirit.

PARAGRAPH 11: [CHARITABLE WORKS]

A standing committee for Charitable Works may be established, chaired by the Eleventh Adept, with the Second Adept, Fifth Adept, Ninth Adept, Tenth Adept, and Two Members of Order Clergy serving as members.

The purpose of this committee shall be to plan, develop, execute, oversee, and make reports upon the various charitable events, and organizations that the General Order supports.

PARAGRAPH 12: [SAFETY & SECURITY]

A standing committee for Safety and Security may be established, chaired by the Twelfth Adept, with the Tenth Adept, and Three Staff Corp Officers serving as members. The Chief Adept, the Second Adept, and the Third Adept shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee shall be to provide physical security and all manner of defense for the members of the College of Cardinals; all rituals of induction into the various degrees of knowledge, and advise the Cardinal Archons and others that they may direct, with regards to Enforcement of Order Law, and matters of the General Order's standing Militia.

PARAGRAPH 13: [ACADEMIC SCHOLARSHIP]

A standing committee for Academic Scholarship may be established, chaired by an appointed Cardinal Adept, with Two (2) Adelphon serving as members. The Chief Adept, the Second Adept, the Third Adept and all Vice Chancellors (duly elected Cardinal Adepti) shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance.

The purpose of this committee shall be to plan, develop, provide, maintain, award, and oversee financial scholarships for undergraduate and graduate collegiate studies to Fraters and Sorors who wish to continue their formal education. This committee shall make reports upon scholarships to the General Synod.

PARAGRAPH 14: [NOMINATIONS & ELECTIONS]

In each year in which the General Synod is scheduled to elect members into the offices of Chief Adept (President), Second Adept (Vice-President), Third Adept (Chancellor), and Cardinal Procurators (Vice-Chancellors), the Executive Council shall choose a Nominating Committee of five (5) members as the committee for Nomination of Officers and Staff.

This committee shall be chaired by a chosen Cardinal Adept, with four (4) Adelphon serving as members. The Chairman shall be chosen from the Non-Cardinal Archons by tarot divination. All major archana of a single tarot deck shall be removed and those cards shuffled thoroughly. All Non-Cardinal Archons shall draw a card one at a time, in succession of alphabetical order by last name, until the card, ³the star² is drawn. The Cardinal that draws that trump shall serve as the Chair of the Nomination and Election Committee for the upcoming election.

All nominations for Candidate for the offices of Chief Adept (President), Second Adept (Vice President), Third Adept (Chancellor), and Cardinal Procurators (Vice-Chancellors), shall be submitted to the Nominating Committee in writing by any knighted Adelphon of The Order of The Astral Star. The Nomination and Election Committee shall meet one (1) day prior to the beginning of the session of the General Synod. All nominations shall include a supporting biographical information resume or vita of the candidate. Nominations may be taken from the floor of the General Synod, with the Nomination and Election Committee reviewing same.

From the candidates so recommended, the Nomination and Election Committee shall review their qualifications. Any candidate which does not meet the qualifications for office as defined in this constitution shall be disqualified. The list of qualified and non-qualified candidates shall be presented and duly reported to the members of the General Synod listed by office and by name. The Nominating and Election Committee shall report the status of all non-qualified candidates and report publicly on what grounds said candidates are not qualified.

After nominations are closed by the Chief Adept (the President), the Nomination and Election Committee shall prepare a written ballot for use in the election by the General Synod Members.

No member of the Order shall be nominated to any office either by the nominating committee or from the floor of the General Synod unless his/her consent shall first have been secured.

The Nomination and Election Committee shall collect the ballots and proceed to serve as tellers, each one counting the ballots and tabulating and comparing the results. After the results are tabulated and verified by the committee members, the results shall be reported to the General Synod by the Chair of the committee.

PARAGRAPH 15: [AWARDS & HONORS]

A standing committee on Awards And Honors may be established, chaired Second Adept (Vice-President), with four (4) knighted Adelphi to serve as members. The Chief Adept, the Third Adept, and All Vice Chancellors shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance. The purpose of this committee shall be to provide guidance and make recommendations on any matter referred to it by The General Synod, The Executive Council, or College of Cardinal Adepti.

The purpose of this committee shall be to select the Active Member of the Year, The Associate Member of The Year, The Stellar Temple of The Year, Members of the Order for The Order of Achievement Medal, and other such awards and honors as shall be developed and approved of by the General Synod.

PARAGRAPH 16: [DEFACTO COMMITTEE OF REFERRAL]

A standing Defacto Referral committee of Adelphi of the General Order may be established, chaired by a respected Adept, with four (4) knighted Adelphi to serve as members. The Chief Adept, the Second Adept, the Third Adept and All Vice Chancellors shall serve as Ex-officio Members of this standing committee with right of voice and vote if in physical attendance. The purpose of this committee shall be to provide guidance and make recommendations on any matter referred to it by The General Synod, The Executive Council, or College of Cardinal Adepti.
